Keynote Speakers

Dr. Kira Allmann

Dr. Kira Allmann is a digital anthropologist and Director of Partnerships & Communications at the William & Mary Global Research Institute. She has more than a decade of experience researching and writing about the digital divide, digital inequality, and digital inclusion in contexts as varied as the United Kingdom and Egypt. Kira’s recent research explores community-led technology and policy—building digital solutions that work for people and society by democratizing the design, ownership, and management of the technologies that increasingly underpin our everyday lives. And she has tackled these issues in both academic and policy worlds. In 2022, Kira authored the UK’s first national review of digital poverty, launched in the House of Lords, and has spoken widely about digital equity on podcasts, to the press, and at conferences and multistakeholder forums worldwide. Kira proudly received her B.A. from William & Mary and went on to complete her Master’s and Ph.D. at the University of Oxford in the UK as a Rhodes Scholar.

Chris Coleman and Julia Tomaszewski

Chris Coleman and Julia Tomaszewski are both Intelligence Analysts for the Federal Bureau of Investigation (FBI).

Chris has over 15 years of experience with the federal government working in the national security community, including 8 years specifically focused on cyber threat intelligence. Over the course of his career, he has worked on topics that include violent extremist use of the internet, cyber threats against the U.S. from abroad, and cyber threats against critical infrastructure. He currently holds several GIAC certifications in cybersecurity and is a certified cyber and intelligence analysis instructor.

Julia has been working as an intelligence analyst for the federal government for the past three years, specializing in cybersecurity and open source intelligence with a focus on financially-motivated cyber crime.
